About SSIP?
Government of Gujarat has developed a policy for providing
assistance to Start-ups/ Innovation. Under this scheme, any
individual/ group of individuals having innovative idea/ Concept will
be eligible and/ or Universities/ education institutions, Incubation
Centre/ PSUs/ R&D Institutions/ Private and other establishments
will be eligible as an institution to support and mentor to innovators
as approved by Committee. Start-ups in an economy’s technology
sectors is an important indicator of technological performance for
several reasons.
What is SSIP?
Student Start-ups and Innovation Policy (SSIP) is a unique initiative
of Government of Gujarat that aims to create an integrated, state-
wide, university and institute-based innovation ecosystem to support
innovations and ideas of young students and provide a conducive
environment for properly harnessing their creative pursuit. This
policy is in synchronization with central efforts like the Make in India,
Start-up India, Atal Innovation Mission, National Innovation Council
etc. It has following key objectives-
- Developing student centric Innovation and Pre-incubation Ecosystem for Students.
- Creating environment for creativity to flourish and an end-to- end support system in educational institutions to allow ample support to ideas for better execution.
- Build internal capacity of educational institutions and key components of the innovation ecosystem.
- Create pathways for mind to market.
- Create a common platform to showcase, support and upscale innovations for motivating stakeholders as well as for an opportunity to create value for money and value for many.
As a part of this policy, over span of five years, Government intends
to build capacity of at least 200 educational institutions in the State,
to have a robust pre-incubation facility for students and alumni start-
ups and innovations. Introduced in 2017, currently by end of Phase-
III implementation Government has endorsed 24 Universities and 52
Institutes in the State as SSIP Nodal Centre. SSIP Nodal centres
receives funding assistance from Government and provides facilities
like infrastructural resources, working space, funding for developing
proof of concept (PoC) and prototype, guidance and support for IPR
related activities, mentoring, capacity building, etc.

STUDENT STARTUP & INNOVATION POLICY
The Student Start-up & Innovation Policy of Government of Gujarat
aims to create an integrated, state-wide, university-based innovation
ecosystem to support innovations and ideas of young students and
provide a conducive environment for optimum harnessing of their
creative pursuit. The Student Start-up & Innovation Policy synergises
complementary efforts by different stakeholders while making
strong efforts towards cultural change among students,
preincubation support and other necessary measures required in
creating and nurturing student innovations and help sustaining them.
Primarily, at the education department level, the resources shall be
utilised in building innovation support systems, processes and
building a university-centric innovation ecosystem across the
geography of the state that promotes innovative ideas and inculcates
a culture of innovation and entrepreneurship in educational
institutions of Gujarat. The policy ensures that the missing links of
the innovation value chain like prototype support, IP protection,
knowledge-based enterprise development, platform to showcase
success stories, and similar challenges get mitigated through policy
and allied support. Through this policy, innovation and preincubation
support across the state in academia will be inclusive on sectors,
space and other aspects. It will aspire to create student innovators
turning start-ups beyond technology domain as well. The Student
Start-up & Innovation Policy mandates interventions at three levels:
